In the magazine mentioned that Ubud is famous for its beautiful terraced rice fields that managed to attract many international tourists. Financing is not available to foreign buyers, which helps stabilize the market in times of recession, said Matthew Georgeson, a partner in Elite Havens, the company listing this property. At the same time, Indonesia’s robust economy has encouraged residents to invest, he said. They have shown a strong interest in “condotels” built by chains like Novotel, in which suites are sold to individuals. Foreigners tend to buy villas like this one.
The market has been bolstered recently by the construction of several highways that make far corners of the island more accessible, said James Cook, head of resorts for the Asia-Pacific region of the British real estate company Savills, who described Bali real estate as “booming.”
Prices in Seminyak have gone up 15 to 20 percent in the last year, according to Mr. Georgeson. The town’s vibrant night life and thriving restaurant scene make it one of the more sought-after locations to buy property, Mr. Cook said, adding that villa prices in the area range from $500,000 to $6 million. This property is listed at $1.95 million.
WHO BUYS IN BALI
Australians make up about half of Bali’s foreign buyers, said Zoe Rice, a sales associate for Elite Havens and the listing agent for this property. “Perth is only a three-hour flight,” she explained, adding that the strengthening Australian dollar had also been a factor.
Buyers also come from other parts of Asia, as well as France and Britain, Mr. Georgeson said.
The Indonesian government restricts foreign property ownership, allowing direct purchase only by Indonesian citizens. But Mr. Georgeson said there were several ways to work around such strictures. One is to hire an Indonesian citizen — a notary, for instance — to act as the official owner. A lien on the property protects the actual buyer’s ownership rights, he said.
Another option is the long-term lease, a popular choice in heavily developed areas like Seminyak. Mr. Georgeson says leases typically last 25 years, and in most cases the right to renew is built into the contract. The property profiled here is offered for long-term lease, with the asking price totaling the cost of its 25-year lease.
The government levies a 10 percent transaction tax. If the property is purchased, buyer and seller each pay half; if it is leased, the cost is borne entirely by the lessee. Other transaction expenses — a notary fee of about 1 percent, and a structural survey costing $1,000 to $2,000 — are always paid by the buyer/lessee, Ms. Rice said.
